Lord Young of Graffham was employment secretary between 1985 and 1987. In October 2010, he was appointed Enterprise Adviser to the Prime Minister and asked to conduct a "brutal" review of the relationship of government to small firms. This resulted in a three-part review to the Prime Minister on enterprise and small business.
